Get all programs

Get all programs for the authenticated partner. If the user is an internal admin, all programs are returned.

    This endpoint also supports the following query parameters:
    - 'id': Filter by program ID.
    - 'partner_id': Filter by partner ID.
    - 'name': Filter by program name.
    - 'status': Filter by program status.
    - 'offer_type': Filter by offer type
